Replying to a non-Muslim's greeting

Salam,

Can you tell me what the ruling is on replying to a non-Muslim who greets us with salam?

According to Al-Bahr az-Zakhkhaar, it is permissible to reply to a non-Muslim who greets us with salaam. As for the Arabic text, it is below:
وَلَا يَبْتَدِئُ الذِّمِّيَّ لِلنَّهْيِ وَلَا الْفَاسِقَ ، لِقَوْلِهِ صَلَّى اللَّهُ عَلَيْهِ وَآلِهِ وَسَلَّمَ { الْقَوْا الْفُسَّاقَ بِوُجُوهٍ مُكْفَهِرَّةٍ } وَفِي كَوْنِهَا أَمَانًا أَوْ دُعَاءً بِالرَّحْمَةِ تَرَدُّدٌ الْأَصَحُّ أَمَانٌ لِجَوَازِ رَدِّهِ عَلَى الذِّمِّيِّ .
In the Taj al-Mudhhab (6:88), it is clearer. It says:
( فَرْعٌ ) وَإِنَّمَا يَجُوزُ السَّلَامُ عَلَى الْمُؤْمِنِينَ لِأَنَّهُ دُعَاءٌ بِالسَّلَامَةِ مِنْ الْعَذَابِ وَيَجُوزُ الرَّدُّ عَلَى الْفَاسِقِ وَالذِّمِّيِّ
