Fatwa: Menstruation and the Qur'an was created by Imam Rassi Society
Question: What is the judgement regarding the menstruating woman or the woman with lochia reciting the Qur’an in order to study or memorise it out of necessity, such as a student or teacher?

--answered by Sayyid Allama Muhammad bin Abdul-Azeem al-HouthiThese are not necessities. It is impermissible to recite the Qur’an—not even a verse or a letter—if one is in the state of major ritual impurity, menstruation or lochia.
الجواب: ليست هناك ضرورة ولا يجوز تلاوة القرآن ولا آية ولا حرف للجنب والحائض والنفساء

Is it possible to recite verses of protection like Ayat Al Kursi or Al Mu'awwidhatayn in state of janaba ?

It is impermissible to recite any portion of the Qur'an while in the state of major or minor ritual impurity.
