Assalamu 3laykum, is wajib or mustahab qunut in the second rakaa of Fajr prayer?

wa alaykum as salaam wa rahma!
Thank you for your question! The hukm of qunoot is that it is a sunan, and not waajib. Its neglect doesn't necessitate the repetition of the prayer, but it does necessitate sajdat as-suhwi after the tasleem. [Ref. Taaj al-Mudhhab]
Just to remind you that the qunoot is recited in the waajib Fajr prayer as well as the last raka of the Witr prayer.
And Allah knows best!

Thank you for your question! According to the Zaydiyya, the hands are not to be raised after the takbiirat al-ihraam. You simply leave them by your sides--even in the case of qunoot. It doesn't matter what others are doing.
