Dhimmis

Thank you for your question! From my understanding of the Ahkaam of Imam al-Haadi (as), he prohibits, or at least dissuades, dhimmis purchasing farmland in Muslim territory. The reason, as he mentions, is that the Muslims would be deprived of the zakat from that property since dhimmis are not obligated to render the zakat.

The imam, peace be upon him, did not cite the opinions of other imams or the consensus of Ahl al-Bayt in that issue. So, my assumption is that such decision would be the prerogative of the imam of the time. Perhaps if he sees fit to grant dhimmis the permission to buy and rent Muslims' lands, he can do so.
