When is the age of maturity (signs and set age for when the signs have not been reached even after mental maturity)

Are witnesses required in talaq? what are the rulings on how talaq is to be done?

The age of maturity in the absence of any of the signs of maturity (first wet dream, first menstruation) is fifteen.

According to the madhhab, the presence of witnesses is recommended but not a precondition for the validity of divorce. However, Imam Mansur Billah al-Qaasim b. Muhammad, upon him be peace, held to the view that witnesses are a precondition (Ref. Al-I'tisaam).
